About Scottmoore New Orleans, Louisiana

Does the project make sense, and what would it take to make it real?

Scottmoore is a Louisiana architecture and construction management firm with an East Coast presence. That question comes before the drawings.

We look at what the site, budget, code, market, and owner are asking for, then bring design and construction thinking together early so owners can see what a project can be, what it will take to get approved, and how it gets built.

Where we come from

Rooted in New Orleans East.

Scottmoore is rooted in New Orleans East, a part of the city that knows what storms and floods take. Working here shapes how the firm sees a building: as part of how a community holds on, and worth keeping in use when it can be.

That commitment shows up in the work. Scottmoore worked on a proposal to designate the Lake Forest Boulevard commercial corridor a Louisiana State Certified Cultural District, an effort aimed at opening the Louisiana historic rehabilitation tax credit to qualifying commercial buildings there. The firm has also studied townhome development in the neighborhood, testing density, zoning strategy, and feasibility.

Scottmoore was established in Louisiana in 2018. In 2020, when the pandemic stopped its hospitality work, the firm partnered with a general contractor on design-build projects at the National Institutes of Health in Bethesda. That partnership grew into the federal practice Scottmoore carries today at NIH, Naval Air Station Patuxent River, and Marine Barracks Washington.

What we do

Architect and general contractor, under one roof.

Scottmoore is licensed as both architect and general contractor. Having both in the firm means the people designing a building are already thinking about how it will be built, priced, and permitted.

Architecture
Programming, design, and permit-ready drawings for commercial, institutional, federal, and residential clients, with engineering coordinated through the set.
Construction management
Construction management and general contracting on Louisiana projects, keeping the built result tied to the design.
Design + build strategy
One team from early design into construction, so cost, permit, and field issues surface while they are still cheap to fix.
Feasibility and highest and best use
Early studies of what a site can hold: zoning, density, code, program, and development feasibility, before a client commits to a design.
Permitting and regulatory coordination
Working through approvals with the jurisdiction when it fits the scope.

How we work
  1. The first question is not what to build.

    Start with the question.

Before drawing anything, we look at the site, budget, code, market, and the owner's goal, and ask whether the project makes sense as imagined.

  2. Design with construction in the room.

Design and construction thinking work together from the start. That catches cost, permit, and field issues before they become expensive surprises.

  3. Carry it through.

We coordinate approvals with the jurisdiction and stay involved into construction where the scope calls for it.

Every engagement starts with a conversation. It helps to bring the address, the scope, a budget range, the timeline, and any drawings, surveys, or comments from the jurisdiction.

Where we're headed

Adaptive reuse, community preservation, and feasibility-first thinking.

Scottmoore is drawn to projects that connect design to real construction outcomes, and to buildings that deserve a second life. The Public Market at South Shore Harbor, on the site of a former casino, is one example.

Licensure

Scottmoore is led by Oel Scott, a licensed architect and Louisiana general contractor. Work outside Louisiana depends on location, scope, license requirements, and the project team.
